It splashes up that I am receiving a call then goes away and what I hear on the calling end is that "the person you are calling has not set up their voicemail please call back later" and disconnects. The new phone is an iPhone 13

Here's what I did differently this time: remove the SIM card from it's slot and clean the back contacts with a pencil eraser. Reinsert into the tray and insert the phone. Power up. After cleaning with the eraser (their was a noticeable film on the contacts) the phone was able to receive calls.

It happens about 9/10 times with calls and about 4/10 times with texts BUT the issue with my texts isn't so much that I never receive the message, that's only happened a few times , the issue is that the texts take waaaay too long to deliver (about 15ish minutes) but again, it's not all texts . It's mostly all of my calls and some texts.
